Azerbaijan Aviation Employees

  • In 1923, a part of Aviation workers joined voluntarily pilots’ society “Zakavia” in Baku local transport unity.
  • In 1934 Trade Union of Aviation workers and drivers was established and in 1937 July first conference was held. The Republican Committee of the Trade Union of   Azerbaijan Aviation employees includes 8 thousands members and 17 initial trade union organizations. Supreme body of the committee is a conference which is held every 5 years.
  • During the inter-conference period government body is Plenum and executive body is Presidium, session of which is to be held once a month.
  •  The Republic Committee of the Trade Union of the aviation employees is a member of the International Union of Trade Unions of Aviation Employees.

Asadov Mubariz Gadir oglu

  • He was born on May 1, 1965 in Goychay.
  • He graduated from International High School No. 3 in 1982.
  • After graduating from high school in 1982, he was employed at the Goychay Agricultural Enterprise.
  • He enlisted in the army in 1983.
  • In 1986 he entered the Baku Food and Industrial Technical School. After graduating from the technical school, in 1989 he entered the correspondence department of the Azerbaijan Technical University.
  • In 1986, he was hired by the Baku Taro-Assembly Company. In 1989, he worked as a locksmith at 26 plants named after the Baku Commissar. In 1993-1994 he worked as an engineer in the Baku Caucasus Energy Production Association, in 1994-1995 as a manager in the magazine "Marketing-XX".
  • From October 22, 1997 he worked as an agent in the Aviation Security Service of the Aviation Security Department. In July 2006, he was elected chairman of the aviation security department's trade union committee.
  • On September 10, 2020, by the decision of the IV Plenum of the Republican Committee of the Trade Union of Aviation Workers, he was elected chairman of the Republican Committee.
  • He is married. He has 2 children.

 

The Trade Union of Workers of Motor Transport and Road Economy of Azerbaijan
  • The history of Sectoral Trade Union begins in the middle of the XX century.
  • Nowadays Republican trade union has 14 thousand members as well as incorporates 176 primary organizations, and 10 united councils of the Trade Union.
  • The supreme body of Sectoral Trade Union is the congress which is held in every 5 years. The next congress will be held in 2012.
  • Sectoral Trade Union is a member of International Sectoral Trade union and International Federation of Transport Wokers.
  • In 2010 the bilateral contract with sectoral trade union of Georgia was signed.

 Karimov Huseyn Gubad oglu
 

  • Karimov Huseyn Gubad oglu was born on August 2, 1956. In 1977 he graduated from the "Labor Economics" faculty of the Institute of National Economy named after D.Bunyadzade.
  • He began his career in 1977 as an accountant at the inter-district motor depot of Azerittifaq and was called up for military service that year.
  • In 1979, he worked as a salary accountant at the Goychay Public Utilities Production Department, and from 1984 to 1990, he worked as a chief economist at the same department.
  • In 1990-1993 he was a shop foreman and shop manager in Baku Brewery, in 1993-1995 he was an accountant in the small enterprise "Mercy-1", in 1995-2004 he was an economist in the student consumption department of the Union, in 2004-2006 He worked as an economist in Aztelekom Production Department.
  • In 2006, he worked as the head of the Khazar branch of the State Social Protection Fund of the Republic of Azerbaijan, in 2008 as Narimanov, in 2011 as Binagadi, and in 2018 as the head of the Sabail district department.
  • In 2019, he worked as the chairman of the Trade Union of “Azerishig” OJSC. On July 17, 2020, he was elected chairman of the Trade Union of Motor Transport and Road Industry Workers of Azerbaijan.
  • He is married, has 3 children and 9 grandchildren.

 

Free Trade Union of Azerbaijan National Academy of Sciences

  • The Free Trade Union of the Azerbaijan National Academy of Sciences,
    established on October 27, 1992, unites the first 50 organizations and 10,144
    members.
  • In 1998, the Free Trade Union of the Azerbaijan National Academy of Sciences
    was included in the organization of the Azerbaijan Trade Union Confederation.
  • The Congress of the Free Trade Union of the Azerbaijan National Academy of
    Sciences was held once in 5 years. During the congress, was prepared the
    Assembly. The last Congress was held on November 17, 2017.
  • The supreme body between congresses is the Assembly. The Assembly was
    adopted twice a year. The Presidium of the Union meets once a month.
  • In 2020-2022, a collective agreement was signed between the Free Trade Union
    of the Azerbaijan National Academy of Sciences and the Presidium of the National
    Academy of Sciences, and collective agreements were signed with the first trade
    union and employers.

Republican Committee of Azerbaijan Trade Union of the Municipal Workers

On 4 April, 2002 Azerbaijan Trade Union of the Municipal Workers was registered in the Ministry of Justice of Azerbaijan Republic by holding its constituent meeting on 10 July 2001.

Azerbaijan Trade Union of the Municipal Workers is the independent, non-political and world wide union which is established for protect the labor, social, economic rights and lawful interests of municipalities and non-production workers which has been created by municipalities in manufacturing sectors according to the Constitution of Azerbaijan Republic, "Trade Unions" On the Law of Azerbaijan Republic, other legislative acts related to trade union activities and regulations of Azerbaijan Trade Union of the Municipal Workers.   .

The supreme body of Azerbaijan Trade Union of the Municipal Workers is Congress, but between congresses is the Assembly, between Assemblies the executive body is Executive Committee.

The II Congress of Azerbaijan Trade Union of the Municipal Workers was held in 28 September, 2007. At the Congress the name of Azerbaijan Municipal Trade Union of Municipal Servants was changed into Azerbaijan Trade Union of the Municipal Workers

According to the information for 01.01.2011 there are 750 trade union members of Azerbaijan Trade Union of the Municipal Workers. In 49 cities and regions of Azerbaijan committees of Azerbaijan Trade Union of the Municipal Workers are functioning.

At Azerbaijan Trade Union of the Municipal Workers a working group carries out “gender equality policy”, youth, labor and social rights protection, education and sports departments.

Azerbaijan Trade Union of the Municipal Workers is a member of ATUC and gives attention to the establishment of international relations. At present the close relationships are established and also exchange experiences are being carried on with "Belediye-Iş" acting in the municipalities sphere in Turkey.

Hasanov Gorkhmaz Ali oglu

  • He was born on August 6, 1964 in Baku.
    In 1981, after graduating from secondary school with a gold medal in Baku, he entered the Institute of People's Economy named after D. Bunyadzade. In 1985, he graduated from the Institute with honors.
  • In 1985, he started working as a teacher at Baku Cooperative Technical University.
  • In 1986, he was called up for active military service.
  • After completing his active military service in 1987, he continued his work at the Baku Cooperative Technical University.
  • Since 1992, he has been working as a leading specialist in the Ministry of Labor and Social Protection of the Population.
  • In 1992, he defended his candidacy in economics at Baku State University and received the scientific degree "Candidate of Philosophical Sciences" (Doctor of Philosophy).
  • Since 1994, he worked as the director of the Baku city Azizbayov (Khazar) district center of the Ministry of Labor and Social Protection of the Population.
  • From 1995 to 2004, he was in active military service in the Special Department under the President of the Republic of Azerbaijan. He is a war veteran.
  • From 2004 to 2016, he served in the National Ministry of the Republic of Azerbaijan.
    He is married and has 3 children.
  • On April 30, 2024, he was elected the chairman of the Republican Committee of the Azerbaijan Municipal Employees Trade Union by the Decision of the VIII Assembly.

 

Trade Union Workers of Baku Steel Company LLC
  • Trade Union Workers of "Baku Steel Company" LLC established on 6th October of 2004 year. Since 2010 "Baku Steel Company" has been functioning under the title of LLC Trade Union Workers.
  • Trade Union Workers of "Baku Steel Company" LLC has more than 1800 members which working at "Baku Steel Company" and "Baku Oxygen Company" Open Joint Stock Company.
  • Supreme body of Trade Union Workers of "Baku Steel Company" LLC is a conference and it is summoned once in 5 years. Inter conference period, supreme body of Trade Union Workers of "Baku Steel Company" LLC is an Assembly. Executive Committee elected with the aim of holding current matters.
  • Collective Bargaining signed for 2010-2012 years, is being used in order to regulate labour, socio-economic, living and other matters between employer and labour collective.

Abbasov son of Asif Nuru

Abbasov Asif Nuru was born on August 15, 1960 in Yanigli village of Tovuz district. In 1977, he graduated from the 10th grade of Yanigli village secondary school. In 1985, he graduated from the mechanical engineering faculty of the Oil and Chemical Institute named after M. Azizbeyov.

He served in the military in 1978-1980.

In 1981-1986, he worked as a locksmith, foreman and engineer at the machine-building plant named after S.M. Kirov. In 1986-1990, he worked as a Komsomol committee secretary at the Baku Mechanical Engineering Technical University. In 1986-1988, he was a student at the University of Marxism-Leninism. In 1990-1991, he studied at the higher courses of the State Technical University of the USSR. In 1991-2011, he was in active military service at the Ministry of National Security. In 2013-2016, he worked as the director of the Bank security department at "Turan Bank" OJSC. He worked in the State Security Service until July 11, 2016-2021.

He was dismissed from work on June 11, 2021 at his own request. During his work, he was awarded the "For the Fatherland", "For Military Services" and "For Courage" medals by order of the President of Azerbaijan. He is a war veteran.

In June 2021, he was elected the chairman of the Workers' Union of "Baku Steel Company" LLC.

He is married. He has a child.

Azerbaijan Independent Trade Union Republican Committee Railway-Workers

  • The first trade union organization of the Azerbaijan Railways was established in the early twentieth century, on October 7, 1905, in Baku at the Conference of Transcaucasian, Vladikavkaz and Central Asian Railway Workers and Servants.
  • After the establishment of the USSR, the trade union of railway workers operated within the Transcaucasian Railway trade union. Following the establishment of the independent Azerbaijan railway in 1955 on October 13, the trade union of Azerbaijani railway workers continued its activity independently. In 2001, it was renamed the Azerbaijan Independent Trade Union Republican Committee Railway-Workers (IRCC of Azerbaijan Railway Workers).
  • At the beginning of 2011, IRCC of Azerbaijan Railway Workers, which has about 30,000 members, covers 8 joint and 162 trade union committees of enterprises and organizations. The “Locomativ” recreation center operates in the Nabran zone of the Union.
  • IRCC of Azerbaijan Railway Workers is a member of the Confederation of International Trade Unions of Railway Workers and the International Transport Workers' Federation

  • Trade union of Caspian Sea Sailors was established in 1906 as a “Sailors Trade Society”.
  • Independent Trade Union Republican Committee of Azerbaijan Sea Transport Workers is a legal heir of Azerbaijan Trade Union of Water Transport Workers which was registered in Justice Ministry in 12.03.1993.
  • Independent Trade Union Republican Committee of Azerbaijan Sea Transport Workers unites the Azerbaijan Caspian Sea Shipping and Baku International Sea Trade Port.
  • Trade union combines 7634 and 17 first union organizations.
  • The Supreme body of trade union is a congress which is held in every 5 years. The last 3rd Congress of Independent Trade Union Republican Committee of Azerbaijan Sea Transport Workers was held in the 1st march, 2006.
  • Between congresses the governing body is the Plenum which is held not less than once a year, but between plenums period is a presidium.
  • All issues concerning production as well as solving the social problems of the workers at the enterprises and organizations are regulated by the collective agreement concluded between employers and trade union committees.
  • The collective agreement was concluded between Trade Union Republican Committee and employers at shipping enterprises included in the service area of Independent Trade Union Republic Committee of Azerbaijan Sea Transport Workers and also Baku International Sea Trade Port.
  • In addition, Area (Tariff) Agreement is concluded between the Azerbaijan State Caspian Sea Shipping and Independent Trade Union Republican Committee of Azerbaijan Sea Transport Workers
  • Republican committee is a member of International Federation of Transport Workers and International Trade Unions Confederation of Water Transport Workers.

Allahverdiyev Samed Oysar oglu

 

  • He was born in 1960. In 1978-1980 he served in Sovet army. He began his work life as a student of sailor in Absheron Region Marine Oil Fleet management. In 1983 he graduated Baku school of sea routes and got a specialist of the driver of the boat – technician. He worked as a sailor, the assistant captain and as a captain.
  • In 1993 he was elected to the chairman of trade unions of Absheron Region Marine Oil Fleet management.
  • In 1999 he was elected to the chairman of of trade unions of Caspian Sea Oil Fleet.
  • In 2004 he graduated the Academy of Moscow Labor and Social Relations.
  • He was awarded with the honorary diplomas by the Azerbaijan Trade Unions of Oil and Gas Industry Workers and also by Azerbaijan Trade Unions Confederation during his work life in trade unions.
  • On 27.11 2005 he was awarded with the medal of progress by the president of Azerbaijan Republic.
  • He is a member of New Azerbaijan Party from 1998.
  • On 8th of April in 2014 he was elected The chairman of the Trade Unions Republican Committee of Azerbaijan Marine Transportation workers

Azerbaijan Trade Union of State Organizations and Public Service Workers

  • Azerbaijan Trade Union of State Organizations and Public Service Workers
    was established on June 23, 1920 Trade Union of State Organizations and Public Service Workers bring together civil servants, government employees working in law enforcement
    and defense, also union members working in a number of banks and
    services.
  • The number of members in Trade Union of State Organizations and Public
    Service Workers is about 89,000. The Trade Union has 17 united
    organizations, 76 city/regional and 1,514 primary organizations. The
    Republican Committee has signed collective agreements with 26 ministries,
    committees and other central bodies.
  • The highest administrative body of Trade Union of State Organizations and
    Public Service Workers is the Congress. The last congress was held on
    August 25, 2017, and Hikmet Osmanov was elected as a Chairman. During
    the period between the congresses, the union is headed by the Plenum and
    Presidium.
  • For the vacation of its members, Trade Union of State Organizations and
    Public Service Workers has a training and sports center in Saatli district and
    a recreation center Ulfat with 96 beds in the village of Nabran, Khachmaz
    district, which was put into operation in 2010.

    is a member of such international organizations as PSI (Public Services
    International) and EPSU (European Public Service Union).

Osmanov Hikmet Saleh
  • Was born in 1957. He graduated from the biology department of Azerbaijan State University in 1979, Highest Party School of Baku in 1990 and faculty of law of Baku State University.
  • In 1979 he has begun his labour activities in Guba Komsomol Committee, until 1984 he has worked as a committee secretary of Free Komsomol   Committee and secretary of region komsomol committee.
  • From 1984 up to 1990 he has worked as an instructor and manager of the organization department in Party Committee of Guba region, he has studied internal education in the Highest Party School of Baku. From 1991 up to the end of 1995 he has worked as a director of State Farm- Technical school.
  • From 1996 up to 2005 he has been elected I and II call deputy of Milli Majlis (National Assembly) of the Republic of Azerbaijan.
  • In September of 2005 he has been elected the chairman of Republican Committee of State Organizations and Public Service Workers Trade Union of Azerbaijan.
  • He is a member of New Azerbaijan Party. He is doctor of philosophy on agricultural sciences.
  • He knows in Turkish and Russian languages.
  • He have been awarded with “Taraggi” (Progress) medal by order of the President of the Azerbaijan Republic on the February 4, 2008.
  • According to the order of the President of the Azerbaijan Republic dated 21.10.2015 Himat Saleh oglu Osmanov was awarded with the “3rd degree military service” order.
  • He was elected Deputy Chairman of the Confederation of Trade Unions of Azerbaijan by the decision of the IV Assembly held on December 28, 2021.
  • He is married, has a son, a daughter and a grandchild.

 

Trade Union of Employees of the Ministry of Emergency Situations of the Republic of Azerbaijan

  • The Trade Union of Employees of the Ministry of Emergency Situations (MES) of the Republic of Azerbaijan was established by the decision of the founding meeting on February 18, 2014 and was registered on March 11, 2014 in the Ministry of Justice of the Republic of Azerbaijan.
  • The main purpose of the Union is to ensure the protection of the legitimate interests of labor, social and economic rights of its members, to develop and implement social programs that provide labor and living conditions.
  • It is an independent, public, non-political organization of employees, as well as pensioners, working in all enterprises of the field located and operating in the territory of the Republic of Azerbaijan by uniting the members of the Union in a 40-year organization.
  • The Union carries out its activities on the basis of the Constitution of the Republic of Azerbaijan, the Law of the Republic of Azerbaijan “On Trade Unions”, other normative legal acts and the Charter of the The Trade Union of Employees of the MES of the Republic of Azerbaijan.

  • The supreme governing body of the Trade Union is the Conference, which is convened no later than once every five years. In the inter-conference period, the governing body of the Union is the Republican Committee, the meetings of the Plenum of the Republican Committee are held at least once a year. The Executive Committee of the Union organizes and ensures the implementation of conferences and decisions of the Republican Committee. Meetings of the Executive Committee are held as necessary, but not less than once a quarter.

ISMAYILOV Mehman Heydar
  • Was born in Nehram village of Babak region of Nakhchivan Autonomous Republic in 1979.
  • He has been studied at secondary school number 1 of Nehram village of Babak region since 1986- for 1996.
  • He has been studied on the Bachelor’s degree at the Faculty of Political Administration of State Administration Academy under the President of Azerbaijan Republic since 1999 for 2003.
  • He has been studied at Institute of Political Sciences of Grenoble in France since 2003 for 2004.
  • He studied on Master’s level on the specialty of Theory of World Political Processes and International Relations at State Administration Academy under President of Azerbaijan Republic since 2003 for 2005. He has been candidate for a degree at State Administration Academy under President of Azerbaijan Republic since December of 2005.
  • He started work activity since 2000. He held positions of correspondent at “Independent Azerbaijan” newspaper, chairman of local organization of Sabail district of Young Patriots Union, vice chairman of first territorial organization of State Administration Academy of New Azerbaijan Party, vice chairman of Youth Organization of Sabail district of NAP, specialist of General and Staff Department at State Committee on Affaires with Azerbaijani people  living in foreign countries, advisor of sector of East European Countries then advisor of the department on propaganda, information and analytic analysis, further, advisor of the sector on Eastern European Countries of II Department.
  • He has been holding position of the Chairman of Public Union “Political Enlightenment”, registered officially at the Ministry of Justice of Azerbaijan Republic since 2003.
  • He has been assigned to the position of Vice Chief of the Department of International Relations, Head Advisor at the Unit of Protocol Service of the Department of International Activity of the Ministry of Emergency Cases since 2003.
  • He has been assigned to the position of Chairman of Trade Unions for the employees of the Ministry of Emergency Cases since February of 2014.
Azerbaijan Customs Workers Trade Union
  • Azerbaijan Customs Workers Trade Union was established by the decision of the founding meeting on September 11, 2018 and was registered on September 28, 2018 in the Ministry of Justice of the Republic of Azerbaijan.
  • The Azerbaijan Customs Workers' Trade Union covers the first five trade unions, uniting more than 4,000 trade union members.
  • The supreme body of the Trade Union is the Conference convened not later than every five years. In the inter-conference period, the governing body of the Trade Union is the Assembly, and in the inter-conference period, the executive body is the Executive Committee.
  • The Regional Agreement for 2019-2021 is used to regulate labor, socio-economic, household and other relations between the employer and the labor collective.

 

The chairman of Azerbaijan Customs Workers Trade Union

Rovshan Namazov was born on April 24, 1989 in Samukh district. Regarding the information about Rovshan Namazov's educational life, in 2006 he graduated from secondary school No. 1 named M.A. Sabir of Samukh district. In 2006-2010, he graduated with honors from “organization of customs affairs” with a bachelor's degree of the National Aviation Academy, in 2011-2014, he completed a master's degree in the specialty of  “organization of customs affairs” of the Azerbaijan State University of Economics.  In 2016-2017, as the winner of the joint scholarship program of the World Customs Organization and the Government of Japan, he graduated with honors in the field of “Business Administration” in the speciality of “Strategic Management and İntellectual Property Rights” from Aoyama Gakuin University in Tokyo, Japan and received his second master's degree. Currently, as the winner of the state scholarship program for Azerbaijan from the Ministry of Education, Culture, Sports, Science and Technology of Japan he continues his doctoral studies in the field of law at Kanazawa University in Japan.

As for his business life, Rovshan Namazov first started his career as an international logistics manager in the private sector in 2011. In 2013, after getting high results in the exam, he was admitted to the position of inspector as a lieutenant of the customs service at the State Customs Committee. In 2016, he was promoted to the position of senior inspector. Since 2018, he has been holding the position of head of the Support to International Trade Department of the Committee.

In addition, in 2019-2022 he served as the secretary of the working group “trading across border” of the Commission on international ratings of the Republic of Azerbaijan, and in 2020-2021 he taught the subject of “customs work” in English for undergraduate students at the Azerbaijan State University of Economics.

At the same time, Rovshan Namazov continues his activities in the international field. He is a member of the UN expert group in the field of passenger data and the national coordinator of the UN Counter Terrorist Travel Program for Azerbaijan. In addition, he is an expert of the European Union Agency for Law Enforcement Training and the member of the OSCE Eastern European Working Group on Passenger Information.

He represented our country in meetings and panels held by many international organizations.

He was awarded with medals, honorary degrees and certificates by international organizations and the State Customs Committee.

He knows English and Russian.

He is married and has 2 children.

Azerbaijan Electroenergetics and Electrotechnical Industry Workers Trade Union

  • Electricians Labour Union was organized in Baku city in 1917.
  • Labour Union Republic Committee of Azerbaijan electric stations and electrical industry workers was established in 1931.An articles of association in new version was adopted on January 30, 2003 in XVI Conference of workers of Azerbaijan electric stations and electrical industry and the organization was called “ Labour union of workers of Azerbaijan electroenergetics and electrical engineering industry.
  • District Labour Unions are the organizations representing and protecting the labour, social economic rights and interests of the members of labour union working in the sphere of electroenergetics and electrical engineering industry.
  • Republic district labour union acts according to the Articles of Associations registered in the Ministry of Justice of Azerbaijan Republic pursuant to the Constitution of Azerbaijan Republic, General Declaration of Human Rights, Convention and Advices of International Labour Organization, as per the Law of Azerbaijan Republic “About Labour Union” as well as observing norms and provisions considered in other statutory acts on activity of labour unions.
  • Supreme body of the labour unions of workers of Azerbaijan electroenergetics and electrical engineering industry is a conference. The Conference determines basic directions of the activity of Republic district labour union, elects a chairman of Republic Committee, members of Republic Committee and audit commission.
  • Acceptance to the membership of labour union is executed individually, with the voluntary principle, on a basis of personal application. Decision about admission to the membership of labour union is accepted by the primary organization. The member of labour union is awarded a membership card in a defined rule.
  • District labour union has more than 10 thousand members having 40 primary organizations.
  • District labour union concludes District (Tariff) Collective Agreement with Republic Committee “Azerenereji” and “Azerenerjitikintiqurashdirma” Open Joint-Stock Company. Enterprises and organizations conclude Collective Agreements on the basis of this District (Tariff) Collective Agreement.
  • District labour union is a member of Azerbaijan Labour Unions Confederation, İndustriALL Global Union and “Elektroprofsoyuz” International Labour Unions Association.

Mirzayev Musa Ibrahim oghlu

  • Mirzayev Musa Ibrahim oghlu was born on August 7, 1957.
  • In 1978, he graduated from the Faculty of Philology of Azerbaijan State Pedagogical University.
  • He began his career in 1978 as a language and literature teacher at Shaki Pedagogical School and was called up for military service that year.
  • In 1981-1996, he worked as a language and literature teacher at the Baku Pedagogical School.

  • “Khidmat-Ish” Trade Union Federation, established at the founding congress on September 29, 2000, unites five Republican Committees: trade, catering and cooperation workers, health centers, tourism, sport, hospitality, fishing, grain and poultry workers trade union committee, one province - Nakhchivan Autonomous Republic Committee - 52 districts, Baku, Ganja and Sumgayit city Trade Union Committees, 5 educational institutions, the National Culinary Center Trade Union Committees and includes 52,084 trade union members.
  • He is a member of the Confederation of Trade Unions of Azerbaijan on a confederative basis.
  • Representation and protection of the common interests of workers in the field by actively participating in the preparation of the General Collective Agreement concluded by the national trade unions with the government, protection of socio-economic and labor rights of workers through tariff agreements, collective agreements and other means at the level of the Ministry, head office and company are the main tasks.
  • The Congress is the supreme governing body of the Federation. The congress is convened every five years. The time and agenda of the Congress are determined by the Assembly of the Federation.

  • He was born in 1957. He graduated Institute of National Economy after D. Bunyadzade.
    He started his work action at “ Azərkəndtəsərrüfattexnika” and worked in different positions. He had worked at the trade union organization since 1981 and upgraded his position from the instructor-inspector to the chairman of the Consumer and Trade workers Trade Union Republic Committee. In 2000 he was elected the president of the “Khidmat-Ish” Trade Union Federation which was appeared as a result of the connection some branches of trade union.
  • In 1996 he was elected deputy and in 1998 the first Vice-president of ATUC.
  • He is a member of Trade Unions Confederation Council, ”Assembly” of ATUC and Executive Committee.
  • Due to the special work to public life of Azerbaijan Republic and trade union’s development he has been honored with the medals of “Taraggi” and "100th anniversary of ATUC".
  • He has been honored with some of the international trade unions medals.
  • According to the order of the President of the Azerbaijan Republic dated 21.10.2015 Ilyas Alkhas oglu Aliyev was awarded with the “3rd degree military service” order.

Independent Trade Union of Constructional Complex Workers of Azerbaijan

  • Independent Trade Union of Constructional Complex Workers of Azerbaijan was established in 1991
  • Trade Union unites 92 trade union organizations and 13 thousand members.
  • In service of sector trade union are constructional, assembly, designing, transport organizations, professional learning centers.
  • Main management structure of sector trade union is Congress. Latest IV Congress was held in September 2007.
  • According to Statute in the period between congresses sector trade union is being managed by Plenum, meetings of which must be held no later than two times a year. For active management from members of Plenum has been elected Executive Committee. Program document approved by IV Congress defines perspective tasks that have to be solved by constructional complex trade unions of the country. This program document foresees joint activity of trade union with employers on further improvement of labor conditions and housing on work place, creation safe and healthy labor conditions, unquestioning implementation of collective agreement’s conditions.
  • Sector trade union often takes initiative on improvement of current legislation. Proposals on this issue sector trade union sends to Confederation of Trade Unions and in appropriate Government structures. For elaboration of “Rules of safety in construction” sector trade union addressed to the Cabinet of Ministers (Government) of Azerbaijan.
  • Sectoral trade union collaborates with trade unions of builders of Russian Federation, Kazakhstan, Ukraine, Belorussia, Moldova, Tajikistan, Kyrgyzstan and Turkey. With some of them concluded agreements on monitoring for secure rights and guarantees of labor migrants.

  • He was born in 1956. He graduated from Institute of Trade Union of Academy of Labor and Social Relations in 1991.
  • He started his labor activity started as a worker in constructional department in 1973.
  • After completion of service in army in Murmansk in 1977 continued work in constructional department as foreman, then engineer on safety,in 1983 he  was elected trade union chairman of constructional department, in 1991 was elected trade union chairman of “Socialculturalconstruction” trust.
  • From 2000 to February 2005 was working as inspector, then worked as head of municipality of Nizami district of Baku city. On 11 February 2005 was elected chairman of Independent Trade Union of Constructional Complex Workers of Azerbaijan.
  • He was awarded by “Tereggi” medal, “100 year of Trade Unions” anniversary medal of Trade Union Confederation, certificates of honor.
  • He is member of Building and Wood Worker’s International Trade Union (BWI), International Confederation of Trade Unions of Builders and Industry of Constructional Materials, Plenum and Executive Board of Azerbaijan Trade Unions Confederation.
  • He has deserved respect and authority with builders of Azerbaijan, CIS countries trade unions, international branches of trade unions, wide range of social and public organizations of Azerbaijan.

Azerbaijan Federation of Agricultural and Food Industry Worker’s Trade Union

  • In 1906 For the first time, trade union organization combining 230 members of trade union of Manufacturers of Food Products was established in Baku city.
  • In 1917 Trade Unions of Millers; Tobacco-growers; Beer and Kvass Manufacturers; Beakers and Confectioners existed in Baku city.
  • On June 05, 1920 Trade Unions of Foods products manufacturers; Millers; Tobacco-growers; Beer and Kvass Manufacturers; Beakers and Confectioners united and established Territorial Trade Unions of

- Food Products Manufacturers;

- Tobacco-growers;

- Agriculture and forestry workers.

 Finally, in 1953 the above-mentioned Trade Unions united and established Trade Unions of:

- Workers of Agriculture and Delivery;

- Workers of Food Industry.

  • On March 26, 1986 in connection with establishment of Agrarian-Industrial Complex of the USSR, Territorial Trade Unions of Agricultural, Procurement and Food Industries Workers were liquidated and Trade Union of Agrarian Complex Workers was established.
  • Territorial Trade Union covers 832 primary organizations (351 of them are the primary organizations of the enterprises), 3 united, 44 district, city and 1 regional committee, and the number of the trade unions is 71 623 people. 
  • Supreme Body of Territorial Trade Union is a Congress convened once per five years.  IV Congress was convened in May 2005. The Board elects Executive Committee of the Territorial Union to organize and fulfill the function stipulated in the Statute, establishes standing commission, defines their work rules and authorities .Meetings of the Executive Committee are convened in case of necessity but not less every three months.
  • One of the main directions of the Federation’s activities is bilateral negotiations with the employers concerning ensuring socio-legal rights of the employees, and conclusion of Territorial (tariff) Agreements and Collective Agreements on the field.
  • The Federation closely cooperates with the “Mehsul” Rural Voluntary Sports Society in the direction of strengthening the health of the members of trade unions and involvement of the youth in sports and physical education. The competitions “Be ready to Labor, Defense!” held every year in the republic among the rural sportsmen have already become as tradition. Thousands of youth take part every year at these competitions covering all regions of the republic. Final of these competitions is held in Baku city every year and is widely highlighted on television and in media.
  • Territorial Trade Union is a member of International Union of Food, Tobacco-growing Industries, Agriculture and other relevant fields’ workers. The Federation has already implemented 3 Projects with this International Union. 
  • For providing assistance to territorial trade unions acting in the Eurasia region in the field of protection legal rights of employees, ensuring labor, independent democratic and social principles, and carrying of exchange of  experience and mutual cooperation in the process of conducting negotiations with the transnational companies located in the region, territorial trade unions of 12 countries such as Turkey, Azerbaijan, Romania, Montenegro, Sarajevo, Kosovo, Macedonia, Serbia, Central Asia, Republic of Georgia united and established the Eurasia Federation of Food, Agricultural, Forestry and Tourism Workers’ Trade Unions.
  • Eurasia Federation unites 21 territorial trade unions representing the above-mentioned countries. The headquarters of the Eurasia Federation are located in Istanbul, Turkey.  Foundation Conference of the Organization was held on August 31, 2007, and Mr.Tofig Guliyev, chairman of Trade Unions Federation was elected as vise-president of Eurasia Federation.

He is high-educated, graduated from chemistry-technology faculty of the Azerbaijan Oil and Chemistry Institute, and then combining his work with study, in 1980-1985 he graduated from post-graduate course of Higher School of All-Union Central Council of Trade Unions named after Shernikov.
  • He started his working activity in 1970, as secretary (full-time) of Komsomol (Young Communist League) Committee of chemistry-technology faculty of the Azerbaijan Oil and Chemistry Institute
  • Since 1976 he had been working as senior engineer at the Ministry of Oil Processing and Oil - Chemistry Industry, in the years 1978-1982 – as a head of the department of the said Ministry, and at the same time he was elected as a chairman – volunteer worker of the Trade Union of the Ministry.Since 1997 he has been chairman of the Azerbaijan Federation of Agricultural and Food Industry Workers Trade Union.
  • By Decree of the President of the Azerbaijan Republic Mr.Ilham Aliyev Tofig Guliyev was awarded with “Honoured Culture Figure” for his services provided for development of trade unions in the country, and his services in this field were awarded with a medal “For active service in Trade Union” by the Azerbaijan Trade Unions Confederation.
  • Tofig Guliyev is a member of Management and Executive Committee of the Azerbaijan Trade Unions Confederation, a member of elected bodies of International Union of Food, Construction, Tobacco Industries and other relevant fields’ workers (IUF), as well as vice-president of Eurasian Federation of Food, Agriculture, Forestry and Tourism Workers’ Trade Union.

Federation of Trade Unions of Metal Workers of Azerbaijan

 

  • The Federation of Trade Unions of Metal Workers of Azerbaijan was founded in 1996 and unites workers in mining, metallurgical, jewelry, heavy and general engineering, instrumentation, radio electronics, automotive and agricultural engineering and other related industries.
  • The Federation unites 48 primary trade union organizations with a total of 12,000 trade union members.
  • Primary trade union organizations at their meetings (conferences) elect a trade union committee. One of the members of the trade union committee is appointed by the decision of the Executive Committee of the Federation, taking into account the opinion of the members of the trade union committee, as the chairman of the trade union committee. The chairman of the trade union committee is also a representative of the Federation.
  • The supreme body of the Federation is the congress, which is convened once every 5 years. The next III Congress was held in October 2009. In the period between congresses, the activities of the Federation are managed by the Central Committee, whose meetings are held at least once a year. An Executive Committee is elected from among the members of the Central Committee for the operational management of the activities of the Federation.
  • Gumbatov Ali Imran oglu has been elected President of the Federation of Trade Unions of Metalworkers of Azerbaijan since the day of its formation.
  • The Federation builds its activities in the main directions, defined by the program document adopted by the III Congress of the Federation. The principles of the Federation's activity are based on collective negotiations and agreements.

  • The Free Trade Unions of the Azerbaijan Employees of Culture has been founded in November 1905 as a “Society of Covering, Printing and Lithography Workers” under the name of the Union of Printers, and since 1953 it has continued to function as Trade Union of the Employees of Culture.
  • Since December 25, 1992 the Union has functioned under the name of Free Trade Unions of the Azerbaijan Employees of Culture.
  • The Free Trade Union Republican Committee of the Azerbaijan Employees of Culture since February 5, 1993 is a member of the Azerbaijan Trade Unions Confederation (ATUC).
  • The Free Trade Unions of the Azerbaijan Employees of Culture is an independent organization uniting 53.238 members (as of 01.01.2011)
  • Totally, the Union comprises 781 trade-union organizations.

Of them:

1 - Republican Committee;

64 – City and regional committees;

402 – trade-union committees;

314 - trade-union organizations.

  • 42.051 members of the Union or 79, 8 % are women, 19.988 persons or 37, 55 % are youth.
  • In 2009 the Republican Committee has sealed separate Branch Agreements with each of the structures it serves – the Ministry of Culture and Tourism of the Azerbaijan Republic, the Ministry of Youth and Sports of the Azerbaijan Republic, as well as with the Azerbaijan Television and Radio Broadcasting Closed Joint-Stock Company (AzTV) for a period of 3 (three) years.

    •  In 1982, he graduated from the law faculty of the Azerbaijan State University with a degree in law.
    •  He started his career in 1982 as a researcher at the Forensic Science Research Institute of the Ministry of Justice.
    •  In 1984, he was hired by the prosecutor's office and held various positions in the Transport Prosecutor's Office of Azerbaijan, Baku Transport Prosecutor's Office, Aviation Transport Prosecutor's Office and the Prosecutor General's Office of the Republic of Azerbaijan.
    •  In 2014-2020, he worked as the head of the Legal Department of the Baku Metro Closed Joint-Stock Company.
    •  On September 2, 2020, he was elected chairman of the Trade Union of Azerbaijan electroenergetics and electrical engineering industry workers
    •  He is married and has two children.

Azerbaijan Republican Defense Industry Workers’ Trade Union

  • Azerbaijan Republican Defense Industry Workers’ Trade Union was established in 1991 which connecting memberships of the workers of defense industry-oriented enterprises, similar activity types of Ministry of Defense of Azerbaijan Republic, Committee for Special Engineering & Conversion of state-owned enterprises.
  • In February 2007 was held IV report – election conference of the Azerbaijan Republican Defence Industry Workers’ Trade Union and in this conference Mufidzadeh Rofet was elected the new chairman.
  • In 2008 was held the 1st Congress of the re-formed union and the Charter of the union was re-registered in the Ministry of Justice of Azerbaijan Republic and it was named as Azerbaijan Republican Defence Industry Workers’ Trade Union.
  • The Congress is the supreme body of the trade union. The period of the Congresses Republic Committee leads to the Trade Union and gathers in Parliament not less than once a year. From the members of Republic Committee is elected Presidium of Republic Committee in order for operative management of the Trade Union activity.
  • Area (tariff) Collective Agreement was signed for the years of 2011 – 2013 with the Ministry of Defense Industry of Azerbaijan Republic.
  • Defense industry workers of Republican Committee actively cooperates with the International Community of the Trade Unions and Turk Harb – Ish Trade Union.
  •  The delegation of Republic Committee took part in the Congresses of the International Community of Defense industry workers Trade Unions which held in 2008 and 2009. And also was concluded bilateral agreements about friendship and cooperation with Belarus Defense industry workers Trade Union in 2009.

Metropolitan Workers' Trade Union
  • The trade union organization in the Baku metro was established in 1967 and entered the service of the Republican Committee of the Independent Trade Union of Azerbaijan Railways. On May 8, 2003, the Metropolitan Workers' Trade Union was established and joined the ATUC.
  • The Metropolitan Workers' Trade Union has 13 primary trade union committees, 41 trade unions and 89 groups of trade unions. The Metropolitan Workers' Union has 4,657 members.
  • In accordance with the requirements of the Youth Policy of the Republic of Azerbaijan, a Youth Organization was established on December 28, 2005 as part of the Metropolitan Workers' Trade Union.
  • The supreme body of the organization is the conference. The last conference was held in 2012. During the inter-conference period, the work of the organization is led by the Assembly, which is convened at least once a year. The Executive Committee is elected to address current issues, and their meetings are held at least once every two months.
  • The Metro Workers' Trade Union concludes a three-year collective agreement with the metropolitan administration every three years, and annually discusses the status of compliance with the terms of the collective agreement.
  • The Metropolitan Workers' Union is a member of two international trade unions. He has been a member of the International Eurasian Trade Union Federation of Metal Workers since February 14, 2004. At the meeting held in St. Petersburg on September 20, 2008, he was a member of the Commission of the Trade Union of Metros of the CIS countries under the International Trade Union Confederation of Railway and Transport Construction Workers.

Trade Unions Council

  • On December 4, 1921 the establishment of the trade union in Nakhchivan played an important role in a public and a political life of the region. In this period trade union combined 3 regional trade union committees, 27 city and district committees, 3 joint trade union committees and approximately 400 trade unions committees around itself.
  • Since the 50’s of last century important changes were taken place important changes in the life of Nakhchivan Autonomous Republican Trade Unions. Although from this period of the formation of union committees for areas created an opportunity to approach first organizations, from the other side it demanded centralized manner management of a growing movement organization.
  • Taking into account all of these in the founding conference which was held in the 17-th November of 1967 was organized by Nakhchivan Regional Council of Trade Unions and after it, was put an end the sparse action of trade unions in Autonomous Republic. At that time the number of union members remains 31 thousand people.
  • The action of Nakhchivan Regional Council of Trade Unions strengthened during the leadership of the leader Heydar Aliyev. The new building of Autonomous Republic Council of Trade Unions was built on the initiative of the Great leader and was put into operation in 1974.
  • The supreme body of the Regional Council of Trade Unions is the conference which requests once in 5 years. During this period governing body is the Assembly and the supreme executive body is the Presidium of the Council.
  • The new period began in the life of the trade unions after accessing independence since the 90s of last century.
  • Nowadays Nakhchivan Trade Unions makes an effort to develop the society, to shape social – economic environment, to solve welfare problems of citizens, to improve labor conditions and pays attention to the labor and social care of workers. Nakhchivan Regional Council of Trade Unions combines 70814 members, 1250 organizations, 6 autonomous republic and 10 districts and city committees in itself.
  •  In 2008 the building of Nakhchivan Autonomous Republic Council of Trade Unions was restored. In 9th April of the same year the chairman of Nakhchivan Autonomous Republic Supreme Assembly signed an order to celebrate the 40-th jubilee of Nakhchivan Autonomous Republic Council of Trade Unions. Jubilee was held in the 28-th of April in 2008. In that time several union members was honored with the medals, orders and honored names of Azerbaijan Republic.

He was born on May 26, 1983 in Benaniyar village, Julfa district, Nakhchivan Autonomous Republic.

In 1989-1998, he received secondary education in the village of Benaniyar, Julfa region.
In 2000, he graduated from the 10th-11th grade of secondary school No. 9 named after N. Tusi, Nakhchivan city.
In 2001-2005, he graduated from Nakhchivan State University, Faculty of General Economics, majoring in Accounting and Auditing with honors.
He served in the military in 2005-2006.
From 2007 to 2010, he worked as an accountant in the State Land and Mapping Committee of Nakhchivan MR.
From 2010 to 2023, he worked as the head of the Finance-Economy Department in the Council of Trade Unions of Nakhchivan MR.
From March 1 to May 18, 2023, the Secretary of the Council of Trade Unions of the Nakhchivan MR worked as the head of the Financial and Economic Department.

On May 18, 2023, he was elected as the Chairman of the Council of Trade Unions of Nakhchivan MR by the Decision of the llth Assembly of the Council of Trade Unions of Nakhchivan MR.

Azerbaijan Oil & Gas Industry Workers

Trade Union Republican Committee

The trade union movement in the oil field in Azerbaijan dates back to the 90s of the 19th century. In 1904, for the first time in the world, the first collective agreement between Baku oil workers and employers, named "Mazut contract", laid the foundation of the trade union movement in the oil industry of Azerbaijan. Today, 98.5% of the employees working in enterprises included in the structure of SOCAR are members of the Azerbaijan Oil and Gas Industry Workers Trade Union. In total, the Oil and Gas Industry Workers' Union unites 67,050 members in its ranks.

The supreme body of the Union is the Congress, which is convened by the Assembly (except in exceptional cases) no later than 5 years. The supreme body of the union during the inter-congress period is the Assembly, which is held no less than once every 6 months. During the intersessional period of the Assembly, the Presidium, which is the executive body of the union, is convened no less than once in 3 months.

The "Regulation on Permanent Commissions" of the Republican Committee was approved. According to the regulations, 6 permanent commissions operate:

  1. Commission on organizational issues
  2. Commission on collective agreements
  3. Commission on socio-economic issues
  4. Commission on labor and health protection
  5. Commission on labor disputes
  6. Commission on women and gender issues

The structural service of the Union includes 105 first trade union organizations. 74 of those organizations are enterprises belonging to SOCAR, 26 are private joint ventures, and 5 are other trade union organizations.

ANGSI HI RK has been a member of the International Trade Union Confederation of Oil and Gas Construction Complex Workers since 1997.

Since 1999, it has been a member of ICEM, and since 2012, it has been a member of IndustriALL Union, which unites more International Trade Unions.

  • He was born in Baku city in 1955 and has graduated from the Institute of National Economy of Azerbaijan in 1976 with the specialization of Industrial economy.
  • He has started his working practices in 1976 in Baku electrical machinery production plant as an assistant to the master. Later he has worked as an engineer-normaliser and economist.   • Communication Workers Independent Trade Union is the unity of the trade union organization which was created on work place, profession, territory, area, defending social, economic rights and legal interests of communication workers. CWITU carries out activity to constitution of Azerbaijan Republic, the accepted general principle and norms of the international law to (the) legislation of the Azerbaijan Republic and its subject, existing regulations respectively. CWITU is the integral part of the movement and a member of ATUC.

Republican Committee of Trade Unions

  • The Independent Trade Union of Entrepreneurs of Azerbaijan was established in September 1990, and the Independent Trade Union of Workers of Science, Scientific-Production and Private Enterprises of Azerbaijan was established in March 1991. Later, the two separate trade unions merged in April 1997 on the recommendation of the Azerbaijan Trade Union Confederation and became a single body.
  • At the extraordinary conference held on November 26, 1997, the new version of the Charter was approved and re-registered in the Ministry of Justice of the Republic of Azerbaijan and the organization began to operate under the name "Azerbaijan Independent Trade Union of Entrepreneurs and Science, Scientific and Production Enterprises".
  • The branch trade union operates on the basis of the current legislation of the Republic of Azerbaijan, including the Law of the Republic of Azerbaijan "On Trade Unions", decisions and recommendations of the ATUC, as well as its Charter.
  • The regional trade union organization shall employ employees of business and science, scientific-production, small, joint, lease and innovation enterprises, companies, associations, corporations, joint-stock companies, councils, associations, private higher and secondary schools, as well as legal entities engaged in financial and economic activities. It is an independent non-political public organization that unites all persons engaged in entrepreneurial activities on a voluntary basis.
  • According to the charter, the supreme body of the first organizations is the meeting (conference), regional and conference at the level of the Republic of Azerbaijan. During this period, the Republican Committee of the regional trade union held 5 conferences.
  • At present, the regional trade union organization has an extensive network. District trade union committees have been established in the cities and districts of the republic, as well as in Baku. The regional trade union organization unites 46 city and district committees and 8 joint trade union committees. According to the Republican Committee of Trade Unions, 42,530 trade union members were registered in 2,344 member organizations.

Health Workers Trade Union Republican Committee


Azerbaijan Health Workers Trade Union was established in 1905. It is one of the largest trade unions of republican workers. The Health Workers Trade Union Republican Committee unites 73 regional councils, 1 joint committee and 386 primary trade union organizations.

The trade union has 137,308 members, of which 12,101 are students, and 109,336 are women. The supreme body of the Health Workers Trade Union is the Congress convened every 5 years. The 1st Congress of the Health Workers Trade Union was held in 2005. During the inter-congress period, the work of the trade union is led by the Majlis. The Assembly is convened once a year. The Presidium of the Republican Committee is elected from among the members of the Assembly in order to promptly lead the activities of the Trade Union Committee.

The field trade union bases its activities on the basis of the existing legislation of the Republic of Azerbaijan, including the Law of the Republic of Azerbaijan "On Trade Unions", decisions and recommendations of the AHIK, as well as its Charter.

Standing commissions on labor and socio-economic issues, gender equality and women's issues, labor protection, social insurance issues and the Youth Council operate in the Republican Committee.

The Field (Tariff) Collective Agreement for the years 2022-2024 was concluded between the Ministry of Health of the Republic of Azerbaijan and the Republican Committee of the Azerbaijan Health Workers Trade Union.
The Area (Tariff) Collective Agreement for the years 2023-2025 was concluded between the Republican Committee of the Azerbaijan Health Workers Trade Union and the "Union of Management of Medical Territorial Units" public legal entity (TABIB).

The Trade Union Republican Committee actively cooperates with trade unions of foreign countries, including the European Federation of Public Service Trade Unions (EPSU) and the International Trade Union Organization of Public Service.

The Health Workers Trade Union has an 80-seat "Healing" recreation center built and commissioned for the recreation of its members in Gusar region in 2016.

In 2024, in the VI Assembly of the Health Workers Trade Union Republican Committee, Mardanov Arif Farman oglu was elected the chairman of the Health Workers Trade Union Republican Committee.

Natural Wealth and Ecology Workers Trade Union Republic Committee

  • Natural Wealth and Ecology Workers Trade Union was established in 26 September, 2002.
  • Republic Trade Union committee covers 160 branches which combine11632 union members.
  • The supreme organ of the Trade Union is the congress. The last Congress was held in 16th October, 2007. Between the Congresses the Assembly is chaired to the work of the Republic Committee not less 1 time. To carry out the operational management the Executive Committee is elected from the members of Assembly.
  • Trade Union Republic Committee works according to “About trade Union” Republic Law, Regulations of ATUC and Natural Wealth and Ecology Workers Trade Union. The Committee provides defense of the workers social, economical rights and legal interests of workers of Ministry of Ecology and Natural Resources and its subordination offices. To carry out its work the Committee regularly concludes the area Collective Agreements with the Ministry of Environment and Natural Resources. Last time the area Collective Agreements is concluded in 27 August, 2010 which covering 2010-2012 years.

  • He has started to work at “Şərq Qapısı” in 1970, and had been working there since 1983. From 1984 till 1996 he was promoted from editor to editor–in-chief at State TV and Radio Programs committee of   Nakhchivan Autonomy Republic.
  • In 1990-1995 T.N.Guliyev was a deputy of Supreme Assembly of Nakhchivan Autonomy Republic and was awarded with the Honorary Degree by the Presidium of the Supreme Soviet of the Soviet Socialist Republic.

Republican Committee of the Free Trade Union of Educators of Azerbaijan

  • The Free Trade Union of Educators of Azerbaijan was established on June 9, 1920 as the successor of the Trade Union of Cultural and Educational Workers of Azerbaijan. Until then, there were several teachers' unions in Azerbaijan, which limited their activities to demanding higher salaries. In the following years, the Trade Union of Cultural and Educational Workers of Azerbaijan was renamed the Trade Union of Education, Higher School, Scientific Management Workers, the Trade Union of Public Education and Science Workers, and since 1990 the Free Trade Union of Azerbaijani Educators.
  • The main purpose of the Union is to ensure the protection of labor, social, economic rights and legitimate interests of public and private institutions, organizations, higher, secondary and vocational education, employees, students, graduate students operating in the education system of our country.
  • The Free Trade Union of Educators of Azerbaijan unites 75 city and district committees, 25 universities, 42 secondary schools, 56 vocational schools and lyceums, 5060 preschool, out-of-school, secondary schools trade union committees and 5866 trade union organizations.
  • The number of female members is 254,931.
  • The supreme body of the Free Trade Union of Educators of Azerbaijan is the congress convened every 5 years. The supreme body in the inter-congress period is the Assembly, which is held at least once a year. In the inter-parliamentary period, the executive body is the Presidium convened at least once a quarter.
  • The Republican Committee of the Free Trade Union of Educators of Azerbaijan has the right to negotiate collectively for the preparation, conclusion and amendment of collective agreements and contracts. For this purpose, the Republican Committee and trade union organizations concluded 1 collective agreement and 5849 collective agreements with the employer.
  • Within the framework of international cooperation, the Union establishes bilateral relations for the exchange of experience and information with the relevant trade union organizations of some countries, and is also a full member of a number of international trade unions. Republican Committee of the Free Trade Union o  Educators of Azerbaijan  has been a member of the International Trade Union of Science and Education Workers in Moscow, Russia since 1992, the International Education Union in Brussels, Belgium since 2000, and the International Eurasian Education Workers' Union in Ankara, Turkey since 2006.

Sattar Mehbaliyev

  • Was born in 1955. In 1979 graduated from National Economy University named after Z.Bunyadzade. In 1973 he worked at various enterprises as a commodities expert, engineer-economist, and deputy chief accountant. From 1980 till 1993 he worked at Republican Committee of Trade Union of Auto transportation and Macadam Road Workers as an inspector, then a head of finance department , in 1991 as a result of democratic election he became a chairman of that committee.
  • After regaining independence there was necessity of conducting relevant reforms in all spheres as well as in trade unions. In 1992 The organization committee was set up with view to carrying out structural reforms and preparing new regulations generally in trade union council and trade unions under supervision of S.Mehbaliyev .In 1993 Constituent Congress of Azerbaijan Trade Unions Confederation was held and S.Mehbaliyev was elected chairman of Azerbaijan Trade Unions Confederation with unanimous proposals and votes of participants of Constituent Congress. In 1998 -2003-2008 at the first, second and third congress he was reelected chairman post .In 2006 at the assembly of Independent Trade Union of Education Institutions Workers he was elected chairman of that union.
  • After having been elected chairman of Azerbaijan Trade Unions Confederation S. Mehbaliyev played a leading role in carrying out reforms, protecting properties, accepting laws concerning trade unions, strengthening trade union position, forming trade unions in transnational companies etc. As a result of his effort ATUC became one of the first members of International Trade Unions Confederation New Independent States.
  • S. Mehbaliyev plays an active role in social and political life of the Azerbaijan Republic. He is a member of parliament and some commission on reforms. He has got scientific articles. He is an author of numerous methodological books. He is doctor economics, professor. He is a head of Poland –Azerbaijan interparliamentary working group as well as a member of Azerbaijan-France and Azerbaijan-Moldova interparliamentary working groups, a permanent committee on economical policy of Parliament, board chairmen of International Trade Unions Confederation and an executive committee of Generel Trade Unions Confederation.
  • Chairman of Azerbaijan Trade Unions Confederation S.Mehbaliyev was elected as a vice-president of the International Trade Unions Confederation at the 3rd World Congress of ITUC in 18-13 May of 2014 in Berlin Germany. According to the order of the President of the Azerbaijan Republic dated 28.10.2015 Sattar Suliddin oglu Mehbaliyev was awarded with the honorary diploma of the President of the Azerbaijan Republic for a fruitful activity in the development of trade unions movement.
  • Sattar Mehbaliyev was elected as a vice-president of the organization of the 3rd General Assembly of Pan-European Regional Council/International Trade Unions Confederation in Brussels in 15.12.2015.
  • He is awarded with "Şöhrət" order, silver medal of Generel Trade Unions Confederation, and so on. He is married and has 3 children.

  • Trade Union Republican Committee of Local Industry and Communal Workers was established in 1920 and in 1993 became a member of Azerbaijan Trade Unions Confederation. I t includes 235 trade union organizations having 22000 members. It consists of Nakhchivan Autonomous Republic Trade Union Committee, 3 cities – Ganja, Sumgayit, Minghachevir and 231 initial trade union committees. It embraces    light, heat, green care, sanitary cleaning, renovation and other types of services.
  •  The main body is a congress. The latest congress was held in June, 2012.During the inter-congresses period the main governing body is Assembly. Assembly is elected by congress. During the inter-assemblies period trade union's activity is chaired by presidium.
  • Trade Union Republican Committee of Local Industry and Communal Workers has been a member of PSI since 2007.At the same time it’s concluded the bilateral agreement with sectoral trade unions organization of Turkey,Georgia, Ozbekistan,Russia,Belarus,Ukraine etc.

Hajiyev Telman Habib

  • Date of Birth 1 April 1951. He graduated from Baku State University in 1972. During the years of 1982- 1987 continued his education in Volgograd Higher Investigative Academy of the Ministry of Internal Affairs of USSR.
  • From 1972 to 2006 he worked in law enforcement agencies in various positions. After his resignation, he was invited to head the legal department of the Azerbaijan Trade Unions Confederation, which stands guard and protects the social and labor interests of workers.
  • During 2 years of work he was interested in various complaints of members of the trade
    union, and helped them to solve their problems.
  • In April 2008, Telman Hajiyev was elected as a chairman of Azerbaijan
    Republic Trade Union of Local Industries and Public Services Workers. He is a
    member of the Meclis and the Executive Committee of the Azerbaijan Trade Unions
    Confederation.
  • For 13 years of work as the chairman, he has achieved a noticeable improvement
    in the activities of the Trade Union. He enjoys authority among the trade union
    activists and heads of international branch associations of trade unions.
  • For merits in the public and social life of the country, by the order of the
    President of Azerbaijan Republic dated 04.02.2013, he was awarded the “Tereggi”
    medal, as well as the medal of the Azerbaijan Trade Unions Confederation For
    merits in the trade union" and the jubilee medal of the Azerbaijan Trade Unions
    Confederation 25-year anniversary of the Trade Unions of Azerbaijan”.
  • For merits in the development of the trade union movement in Azerbaijan, by the
    order of the President of Azerbaijan Republic dated 05.02.2018, Telman Habib oglu
    Hajiyev was awarded the Order “For Merit to the Fatherland” of the III degree and the
    badge 115 years of the Trade Union of Azerbaijan established by the Azerbaijan
    Trade Unions Confederation.

  • Akif Musa Mammadov was born in 1957 .He graduated from Azerbaijan University of Architecture and Construction in 1983.
  • He started to work as a technician in the Baku Sewerage Department in 1975.
  • He served as engineer, implementer, chief engineer and chairman of the Joint Trade Union Committee until 2006.
  • In 2006, he was elected chairman of the Trade Union Republican Committee of the
    Azerbaijan Water Economy Workers. He is a member of the ATUC Assembly and the ATUC Executive Committee.
  • Due to the special work to trade union's development he has been honored with the
    medals of “100th Anniversary of the Azerbaijan Trade Union” and “Taraggi”
    (Progress) medal by order of the President of the Republic of Azerbaijan.

    countries for his work in the trade union's development and establishing his friendly
    relations.
