- He was born in 1955 in Givrag village of Sharur region of Nakhchivan Autonomous Republic.
- Graduated from high school in 1972. In the same year he entered the Azerbaijan Institute of National
Economy named after D. Bunyatzade - Graduated from the same institute in 1979 with a degree in accounting.
- Served in the army from 1974 to 1976.
Labor activity
- In 1973, he worked as a 2nd grade molder at the Reinforced Concrete Products Plant No. 4 of theMinistry of Industrial Construction.
- Started working as a worker in the Baku Production and Sewing Union named after Ali Bayramov in1976
- Commodity expert in 1977,
- Transferred to the position of pricing engineer-economist in 1978. In the same year, he worked as adeputy chief accountant, a senior accountant.
- From 1980 to 1993, he served on the Republican Committee of the Trade Union of Motor Transportand Highway Workers. In this committee, the inspector-instructor, the head of the financial department,
- From 1991 to 2010, he served as chairman of that committee.
- Elected Chairman of the Azerbaijan Trade Union Confederation on February 6, 1993 and still holds thisposition.
- Since 2010, he has been the chairman of the Free Education Workers Union.
- In 1998, he received the degree of Doctor of Economics, Candidate of Economic Sciences, by the decision of the Supreme Attestation Commission under the President of the Republic of Azerbaijan dated April 22, 2005 (prtk № 7-R).
- By the decision of the Supreme Attestation Commission under the President of the Republic of Azerbaijan dated April 2, 2010 (prtk № 7-R) he was awarded the title of Professor of the Department of General Economics.
- In 2013, he was elected a full member of the International Academy of Sciences of the Turkic World Research, as well as the Russian Academy of Social Sciences.
- In 2018, he was awarded the “Parliament” medal on the occasion of the 100th anniversary of the Milli Majlis of the Republic of Azerbaijan.
- According to the Order of the president of the Republic of Azerbaijan dated 27.05.2019 No. 1205 he was awarded with the “Jubilee Medal of the 100th anniversary of the Azerbaijan Democratic Republic (1918-2018)”.
- In 2019, he was awarded the prize and Medal of the International Fund named after Mahmud Kashgari for his support to culture, education, art and literature in the Turkic world and on the occasion of the 1000th anniversary of Mahmud Kashgari.
- In 2019, by the decision of the International Award Committee of the United Nations (Geneva, Switzerland), was awarded the medal of prominent thinker Gottfried Wilhelm Leblis and with the international honorary title “Ambassador of Science and peace”.
- In 2020, he was awarded the Order “Star of the European leader” and the international honorary title “public figure of the year” for his services in the field of world economy and culture.
- He is the author of scientific articles and a number of textbooks – “Azerbaijan today: problems of employment and social partnership”, “market of Poles and employment policy in transition period”, “market of Poles, scientific – theoretical basis of employment and unemployment”, “international pillar Organization: history, structure and relations with Azerbaijan”, “pillar market and social protection of population” and other books.
- He takes an active part in the public and political life of the Republic of Azerbaijan.
- He has been a deputy of the Milli Majlis since 2000 (II-III-IV-V and VI convocations). He was a member of a number of state commissions established in connection with the reforms in the country, as well as the Amnesty Commission under the President of the Republic of Azerbaijan until 2020.
- He is the head of the Polish-Azerbaijani working group on interparliamentary relations, a member of the Azerbaijan-France, Azerbaijan-Moldova working group on interparliamentary relations, a member of the Committee on Public Associations and Religious Organizations and the Disciplinary Commission of the Milli Mejlis of the Republic of Azerbaijan. He is the Vice-President of the International Trade Union Confederation and the Pan-European Regional Council.
- He was awarded the Order of Shohrat of the Republic of Azerbaijan, the Honorary Diploma of the President of the Republic of Azerbaijan, silver and gold medals of the General Trade Union Confederation, the Golden Order of the Presidium of the Central Committee of the All-Russian Trade Union of Communications Workers of the Russian Federation.
- He was awarded with the diploma and prize of International Federation of trade unions of Oil and gas construction.
- He is married and has 3 children.
