Born in 1978.

In 2000 he graduated from the Faculty of International Law of Kyiv State University, received a bachelor's degree, and in 2001 - a master's degree. In 2008 he graduated from Azerbaijan State University of Economics with a degree in Finance and Credit. Doctor of Phylosophy in Economics.

Mr. Mammadov also completed the courses of UN Program and Project Management Framework (Azerbaijan), Asian Development Bank Investment (Laos), UNIDO "Food Packaging and Sustainability Monitoring" (Turkey), "Support for Regional Economic Development" under the European Union TACIS Project (Ireland),  and certification program for Managers of Harvard Business Economics School.

Work experience.

In 2001 started his career as the European Union TACIS Project Assistant Expert at the Organization of European Consultants (ECO) in the Kingdom of Belgium.

In 2002 Worked as the TACIS Project Expert on migration issues for the implementation of the EU-Azerbaijan partnership agreement at the Azerbaijan office of the UN International Organization for Migration (IOM).

In 2003–2004 An Information Officer at the Information and Technical Support Office of the European Commission in Azerbaijan (Europe House)  and the Azerbaijan office of the UN High Commissioner for Refugees (UNHCR).

In 2004–2007 A Chief Consultant, Head of Sector, Deputy Head of Department and Head of Department of Sustainable Development and Regional Policy at the Ministry of Economic Development of the Republic of Azerbaijan

In 2009 Head of the Department of Regional Development and State Programs of the Ministry of Economic Development of the Republic of Azerbaijan.

On 13 march, 2014 Deputy Minister of Economy and Industry of the Republic of Azerbaijan by the decree of the President of the Republic of Azerbaijan.

On 30 January, 2016 Deputy Minister of Economy of the Republic of Azerbaijan by the decree of the President of the Republic of Azerbaijan.

On 13 May, 2020 Acting Chief of the State Service for Antimonopoly Control and Consumer Market Control under the Ministry of Economy of the Republic of Azerbaijan by the decree of the President of the Republic of Azerbaijan.

On 23 December, 2021 Deputy Minister of Economy of the Republic of Azerbaijan by order of the President of the Republic of Azerbaijan.

Married and has two children.
