As is known, relations between employees and employers in Azerbaijan are based on ancient history. Thus, the first collective agreement in our country on the basis of social dialogue between employees and employers was concluded on December 30, 1904. At present, the social dialogue in the country is mainly carried out in the format of trilateral relations. These parties are the Cabinet of Ministers, the National Confederation of Entrepreneurs (employers) organizations and the Trade Unions Confederation.
It should be noted that in 1992, as a member of the International Labor Organization, the Republic of Azerbaijan ratified many of its conventions, including Convention No. 144 “on trilateral consultations (international labor norms)”. As a result of the tripartite discussions, the Ministry of Labor and Social Protection of the Population has prepared the "Statute of the Tripartite Commission on Social and Economic Issues" and a draft decision to establish the Commission.
Thus, at a tripartite conference organized in 2014 in cooperation with the International Labor Organization, an agreement was reached to make the Tripartite Commission fully operational, and in September 2016, a Tripartite Commission on Social and Economic Issues, consisting of representatives of social partners, was established.
In addition, in accordance with subparagraph 6.2.8 of the General Collective Agreement signed for 2023-2025, the Confederation of Trade Unions of Azerbaijan has undertaken to make joint efforts with the Cabinet of Ministers and the National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan to draft and adopt the Law of the Republic of Azerbaijan “On Social Partnership” in order to improve social partnership relations and strengthen the legislative and institutional framework. Currently, the preparation of the draft law is in the focus of attention of the partners.
