The creation of a field union took place on June 23, 1920. The union of employees of state institutions and public services unites around itself civil servants working in the law enforcement and defense system, banks and services.
The number of the union members is about 89 thousand. The structure of the trade union includes 17 united, 76 district-city and 1514 primary organizations. The Republican Committee signed field collective agreements with 26 ministries, committees, and other central agencies.
The highest governing body is the congress. The last congress was held on August 25, 2017, and Osmanov Hikmet Saleh oglu was elected chairman. In the inter-entry period, the management of the trade union is carried out by the Plenum and the Presidium.
The Union has a Training and Sports Center in the Saatlinsky District and a recreation center "Ulfat" for 96 people, commissioned in 2010 in the village of Nabran, Khachmaz District, for the rest of its members. The CSTO is a member of such international organizations as PSI (International Federation of Public Services), EPSU (European Federation of Public Services).
