On July 10, 2001, the Union of Municipal Employees of Azerbaijan held its constituent assembly and on April 4, 2002 was registered with the Ministry of Justice of the Republic of Azerbaijan.

In accordance with the Constitution of the Republic of Azerbaijan, the Law of the Republic of Azerbaijan "On Trade Unions," other legislative acts related to the activities of the trade union, and the Charter of the Trade Union of Azerbaijan Municipal Workers workers working in the production and non-production spheres created by municipalities, municipalities carry out labor, social, economic activities independent, non-political, national public association created to protect their rights and legitimate interests.

The supreme body of the Azerbaijan municipal employees trade union is the Congress, and in the inter-entry period - the Mejlis, in the Inter-entry period - the executive body - the Executive Committee.

The second congress of the Azerbaijan municipal employees trade union  was held on September 28, 2007.

As of 01.01.2011, ABIHI has 7150 union members. In 49 cities and districts of the republic there are district committees of the ECHR.

The Trade Union of Azerbaijan Municipal Employees has a working group that implements the "Gender Equality Policy," units for working with youth, protecting labor and social rights, education and sports.

The trade union of Azerbaijan municipal employees is a member of the Azerbaijan Trade Unions Confederation that attaches great importance to the establishment of international relations. Currently, the Republic of Turkey has close ties with the Municipality- Business trade union operating in the field of municipalities, and experience is being exchanged.
