Historical mission in the development of Azerbaijan
Heydar Aliyev’s irreplaceable services to the state and people of Azerbaijan took a successful start from the second half of the last century, specifically, on July 14, 1969, when the Great Leader came to power in Azerbaijan.
During those years when the harsh laws of the Soviet regime were in force, Azerbaijan began to restore its traditions of national statehood and independence thanks to Heydar Aliyev’s national fanaticism and fearlessness. The arrival of the great statesman Heydar Aliyev to the leadership of Azerbaijan led to great development in almost all areas of our republic, a leap in economic, scientific, literary and cultural development in the true sense of the word.
When the Great Leader came to power in Azerbaijan in 1969, as reflected in all statistical documents of that time, our country was in the last place in the former USSR in terms of economic indicators. Despite the fact that Azerbaijan is a country with rich natural resources and high production potential, it was lagging far behind the general union indicators in terms of the rate of development of national income, the volume of industrial and agricultural production, the application of the achievements of scientific and technical progress in production, and the productivity of public labor. At the same time, the economic and political crisis was prevailing in the republic and was getting deeper and deeper.
It was later confirmed by time and space that the coming to power of the Great Leader Heydar Aliyev in Azerbaijan at that time played an exceptional and historical role in both the restoration of the national ideas of our people and the comprehensive development of our country.
At that time, one of the important historical missions of the great personality Heydar Aliyev in the life of the Azerbaijani people was the work he did in the direction of raising the national and moral spirit in the republic. The Great Leader’s steps aimed at accelerating the commitment of Azerbaijanis to their historical traditions and roots rekindled the people’s desire for independence, and the freedom actions that developed on this basis later turned into a national wave and movement that led to our independence.
Let us emphasize one point that the Great Leader paid great attention to the rise of the national spirit in Karabakh and Shusha from the years when he was in power for the first time in Azerbaijan, and constantly fought with Armenian nationalists. At the same time, the National Leader was doing great work on the comprehensive development of Karabakh and Shusha, the historical region of Azerbaijan. Back in the 1970s, special decisions were made on the development of our ancient city of Shusha under the initiative and leadership of Heydar Aliyev.
With the initiative of the Great Leader, there was a strong development in the development of the national self-consciousness, culture and mother tongue of our people, and the return to national and moral values was accelerated. At that time, when strict Soviet ideology was absolutely dominant, Heydar Aliyev did important things to prevent the loss of the national and moral values of our people, and thanks to his purposeful policy, he laid the foundations of national awakening in Azerbaijan.
The road to salvation from the threat of loss of independence
This is an undeniable reality that these achievements of the Great Leader, who turned the republic into a center of comprehensive development in a very short period of time during his leadership of Azerbaijan, did not and could not have escaped the attention of people, especially Armenians, who did not ignore the progress of Azerbaijan, including the achievements of Heydar Aliyev. Therefore, the anti-Azerbaijani forces united in one front against Heydar Aliyev at that time and tried to hinder the activities of the Great Leader at every opportunity.
Heydar Aliyev, a genius who never reconciled with injustices and did not submit to oppression, therefore resigned as a member of the Political Bureau of the Central Committee of the Communist Party of the Soviet Union and as the first deputy chairman of the USSR Council of Ministers at the October plenum of 1987.
It should also be acknowledged that the comprehensive development achieved in Azerbaijan thanks to Heydar Aliyev’s personal efforts during the years when he was in power for the first time declined rapidly during the absence of the Great Leader – during the years 1987-1993, and the achievements were lost. As a result of the insidious activities of the leaders, who have become the playthings of new anti-national centers, Azerbaijan has been dragged into the abyss.
The mentioned 6 years, the “Years of Heydar Aliyev’s absence” were the years when Azerbaijan struggled in the test of life and death. The situation, which worsened from 1988, soon turned into the Karabakh war, and later our republic faced the threat of losing its independence, the country began to shake in civil war, political crisis, and social misery. Thanks to the treason of the anti-national forces blinded by the greed of power, our lands were occupied one after another and more than a million of our compatriots were displaced from their homes. The desperate situation of Azerbaijan, which was already on the edge of the abyss, became even more difficult.
In such a difficult and complicated period of Azerbaijan, our people saw their salvation and salvation only in Heydar Aliyev, who knew the destiny of the motherland above all else. The people of Azerbaijan were sure that only this genius could save the country from this pitiful situation. Therefore, he insistently invited Heydar Aliyev, whom he considered to be the National Leader, the Great Leader, to Baku. The Great Leader Heydar Aliyev, who returned to power in Azerbaijan in 1993, undertook the very difficult and also honorable mission of saving our independence from destruction.
At that time, Heydar Aliyev, who was in the wise age of his life and was subjected to numerous threats, returned to power and took on a great political mission to solve the fateful issues of the country.
The election of Heydar Aliyev as the Chairman of the Supreme Soviet by the decree of fate and the call of time became a successful way to save the statehood and independence of Azerbaijan, our National Liberation Day. On June 15, 1993, the whole world saw the power of the “people-Heydar” unity, witnessed how this unbreakable power overcame all the turmoil and tragedies faced by the people.
If today we live in an independent, democratic, legal state, then Great Leader Heydar Aliyev raised us to all these high positions.
A political giant
The Great Leader, who came to power in Azerbaijan for the second time, turned the country into a place of comprehensive development in a very short time. First of all, by preventing a civil war in the country, he actually saved the republic from the danger of disintegration. The Great Leader, who restored socio-political stability thanks to his excellent administrative ability, laid the foundation of a truly democratic, civil society.
After the phenomenal personality returned to Azerbaijan, one of the most important things in our country was the development and activation of social and political institutions. National Leader played an indispensable role in protecting Azerbaijan trade unions from the influence of various political forces and fulfilling their mission in society. Thanks to them, the destruction of the material and technical base of the trade unions, formed over many years, was prevented, the administrative-administrative methods alien to the civil society were abandoned, and the activities of the Confederation of Trade Unions of Azerbaijan based on the principles of democratic management were supported. The Great Leader relied on the trade union in the implementation of the socio-economic policy of the state until the end of his activity as the head of state.
Heydar Aliyev, the founder of our national solidarity, said: “I have always been proud, and I am still proud today, that I am an Azerbaijani!” saying, he always proudly declared that the happy future of our people is related to the ideology of Azerbaijanism. As a result of his purposeful policy in this direction, the Great Leader achieved the solidarity of our nation and united all Azerbaijanis on Earth around a single idea.
The solution of the Karabakh problem was the number one issue on the agenda of Great Leader Heydar Aliyev. In this direction, the greatest historical and vitally important achievement of the genius was the agreement on the ceasefire between Armenia and Azerbaijan in 1994. At the same time, the Great Leader raised the Karabakh issue at all international forums and did not allow it to be removed from the political agenda.
Improving the living conditions of refugees and internally displaced persons in the country was also a priority of the National Leader. It was no coincidence that the first revenues from the huge “Contract of the Century” concluded in 1994 were directed to the improvement of housing and living conditions of our citizens, and the abolition of tent cities in our country was started. The Great Leader Heydar Aliyev met with the families of refugees and internally displaced persons on all significant days and events, and every time he assuredly declared that they would soon return to their homeland. Thanks to the successful Horadiz operation carried out by Heydar Aliyev’s Supreme Commander-in-Chief, the foundation of the Great Return was laid.
In general, during the years he led our independent state, the National Leader carried out an important policy that ensured great development in all spheres, socio-political stability, strong economy, and the building of a powerful army in our republic. Most importantly, he raised Azerbaijan to a leading position in the region and turned it into an influential state in the international world. Thanks to his personal reputation and political ability, he introduced Azerbaijan to the whole world.

Saying “I believe in him as much as myself”, in the person of the Great Leader Mr. Ilham Aliyev, who trusts Azerbaijan in his worthy political heir, he entrusted our country to the person who raised the country to the peak of Heydar Aliyev’s ideas and deeds and made it the most powerful moment in its history.
With the independent policy of President Ilham Aliyev, Azerbaijan has become a reliable partner in the world. In the last 19 years, Azerbaijan has achieved great historical successes on the basis of conceptual approaches and programs in all directions. During these years, in terms of economic reforms, there was no second country that developed as fast as Azerbaijan. Also, important achievements were made in the construction of the army. Today, the Azerbaijani Army is among the strongest in the world due to its high combat capability, personnel, logistics and other parameters. He is the undisputed leader in the South Caucasus.

The opening of two international airports in Karabakh and East Zangezur economic regions – Fuzuli and Zangilan, with the participation of our head of state, and the realization of the return of residents to Agalı village, which was rebuilt in the concept of “smart village” of Zangilan region, should be evaluated as a historical achievement.
All this is also a manifestation of the economic power that the Honorable President Ilham Aliyev has raised in Azerbaijan. As our head of state himself stated, we build Karabakh and East Zangazur on our own without receiving financial support from any country.
