The first Constitution of Azerbaijan, prepared under the leadership of the Great Leader Heydar Aliyev, was adopted by a nationwide vote (referendum) on November 12, 1995 and entered into force on November 27, 1995.
The Constitution of Azerbaijan consists of 5 sections, 12 chapters and 158 articles.
The adoption of the Constitution is one of the most important events in the history of our independence. Over the past 29 years, as a result of the rapid development of our country, several significant changes and additions have been made to the Constitution of Azerbaijan in response to the needs of the new era. As a result of these additions and changes, our Basic Law has been further improved and adapted to the requirements of the modern era.
The Constitution of Azerbaijan plays a fundamental role in the process of building a democratic, legal, secular state in our country.
Our Constitution, which has exceptional importance in the history of national statehood, guarantees the equality of rights and freedoms for everyone, regardless of ethnicity, religion, or language.
The restoration of the constitutional rights of more than a million of our compatriots who were expelled from their ancestral homeland after the complete liberation of Karabakh and East Zangezur from the Armenian occupation by the Azerbaijani Army under the leadership of the victorious Supreme Commander-in-Chief, Mr. Ilham Aliyev, is one of the most important results of our historical Victory.
