“Although the people of Azerbaijan regained their independence in 1991, the instability, chaos and arbitrariness of the country’s social and political life caused serious obstacles in the work of state building. Of course, it was impossible for our state to regain complete freedom without eliminating such unpleasant events. Understanding this deeply, our wise people made the next important decision and entrusted their genius son Heydar Aliyev with the task of establishing the state called Azerbaijan by bringing him back to power.
The subsequent course of history revealed the wisdom and genius of our people once again. The great politician, who dedicated his whole life to his people and state, deservedly justified the trust shown to him in a short time – the process of ensuring the legal and political-economic independence of our state was accelerated, social and political stability was restored, the work of state building was started, important steps were taken in the direction of strengthening independence, democratic important decisions and laws were adopted that paved the way for development. “One of the most important things that Heydar Aliyev has done for our country is the preparation of the new Constitution of independent Azerbaijan.”
Sattar Mohbaliyev, chairman of the Confederation of Trade Unions of Azerbaijan, deputy of the Milli Majlis, expressed these views to the mass media.
According to him, our Constitution, prepared in a national spirit on the basis of Azerbaijan’s traditions of statehood, has paved the way for the democratic development of our country: “It is known that the nature and characteristics of states are determined by their Constitution. From this point of view, the Constitution of Azerbaijan is considered one of the most perfect and flawless supreme laws of the world due to its democratic nature, giving ample space to human rights and freedoms, and based on political pluralism. The Constitution, authored by the Great Leader, created a legal basis for the process of democratic, legal, secular state building in our country, gave a strong impetus to its development, and defined the main principles of the division of power. He also put the protection of human and civil rights and freedoms as a priority for legislative, executive and judicial authorities.
“In the Constitution, 48 articles are directly dedicated to ensuring the basic rights and freedoms of our citizens. This applies to all citizens of Azerbaijan, regardless of their language, religion, or race. We can say with certainty that all the rights that a person can have – work, rest, social security, safe living, education, freedom of conscience, freedom of thought and speech, participation in the management of the state and other rights are reflected in our Constitution, and all this serves the interests of citizens. does. Amendments and changes made to the Constitution in different years led to the improvement of the main Law. These changes led to further strengthening of the socio-economic base of our state, creation of a more reliable guarantee for the rights and freedoms of citizens, expansion of the opportunities to determine the principles of the social state,” said the deputy of the Milli Majlis.
