In that year, as part of the reforms, changes were made to the Constitution and a new vice-presidential institution was established in Azerbaijan with the national referendum held in our country. At the same time, the legal basis of more flexible management mechanisms was formed. The main essence of the changes that are part of the course of new political and economic reforms was to increase the quality superiority in the administrative-legal, social-political and socio-economic fields, to improve the management system in the direction of responding to modern challenges.
The purpose of the establishment of the vice-presidential position was to ensure the improvement of efficiency and flexibility in the activity of state structures, the achievement of better performance of obligations to citizens, and the strengthening of official responsibility. From this point of view, Mr. President’s proposal to establish a vice-presidential institution had serious grounds.
It was no coincidence that Mehriban Aliyeva was appointed as the First Vice President according to the order of President Ilham Aliyev on February 21, 2017. Because Mehriban Aliyeva was implementing important projects in the country and in the international arena both as a deputy of the Milli Majlis and as the head of the Heydar Aliyev Foundation. Big social projects realized in five years
Each of the projects put forward by Mehriban Aliyeva in the position of First Vice-President and based on the principles of service to the state and the people, and the implementation of which she directly led, are socially oriented. At that time, our lands were under occupation. One of the priority directions of the state policy was to pay attention and care to our compatriots, who are the most vulnerable section of the country’s population, displaced from their native land, and to eliminate the problems they face. His first meeting with former internally displaced persons on March 9, 2017, after being appointed as the First Vice President, is a clear example of sensitive approach to such people.
In her first meeting as the first vice president, Mrs. Mehriban Aliyeva defined a specific task before the relevant state institution. He said that all IDP families living in unusable and dilapidated buildings in Baku and Sumgayit should be moved to new apartments as soon as possible. For this purpose, additional funds should be allocated, the area for the construction of buildings should be determined and the construction of buildings should be started soon. In addition, apartments should be purchased to accommodate displaced families in new buildings built in Baku and Sumgait cities.

Among the large-scale programs and projects of the first lady of Azerbaijan, the goal of improving the education system and ensuring its integration into the world education system occupies a special place. Within the Heydar Aliyev Foundation projects, thousands of schools, kindergartens and specialized children’s schools were built and repaired. The Heydar Aliyev Foundation’s “New School for Renewing Azerbaijan”, “Education Support” projects, “Program for the Development of Preschool Educational Institutions in Azerbaijan” are of exceptional importance in terms of strengthening the material and technical base of the educational system and enriching its content.
The “Education Support” project is implemented not only in Azerbaijan, but also in a number of foreign countries. With the initiative and support of the First Vice President of our country, Mehriban Aliyeva, a new school for girls was built in Muzaffarabad, Pakistan, which was damaged by the earthquake in 2007. In 2012, by the decision of the government of Pakistan, this educational institution was named after Mehriban Aliyeva, the embodiment of kindness. Within the framework of this goodwill mission, schools were built in Russia, the Netherlands, Romania, Egypt and Georgia.
It is a fact that Mehriban Khanum is the biggest caregiver of orphaned children in orphanages and boarding schools in Azerbaijan. The First Vice-President, who takes great care of them and spends holidays with them, shows real motherly care. About 40 orphanages and boarding schools in our country were renovated in accordance with the most modern standards within the framework of the “Support to orphanages and boarding schools” project implemented by the Heydar Aliyev Foundation in this direction.
If we look at the large-scale healthcare projects of the foundation under the leadership of Mrs. Mehriban Aliyeva, we will see that a lot of work has been done in this field. This includes hospitals, clinics, purchase of modern equipment, treatment of diabetes and thalassemia patients. On the initiative of Mrs. Mehriban, the approval of very important projects such as “The highest care for children with diabetes”, “For life without thalassemia”, “Reconstruction and construction of medical facilities” was welcomed by the general public. Restoration of our destroyed historical, religious and cultural monuments in Karabakh and Eastern Zangezur
Two years ago, on September 27, Azerbaijan once again became the target of the next and large-scale military provocation of the invading Armenia, and our mighty army under the leadership of the victorious Commander-in-Chief Ilham Aliyev started the Patriotic War.
The “Iron Fist” operation forced the Armenian leadership to sign the act of capitulation in just 44 days. As a result, new historical realities were formed in the region. Our territorial integrity was restored, “status”, the Karabakh conflict was sent to the archive of history.
But it is a fact that the war is not without loss. Of course, Azerbaijani braves who fought for the freedom of our land won this victory with their lives and blood. But their blood did not remain on the ground, and today our flag flying in Karabakh, East Zangezur, and the call to prayer in mosques make their souls happy.
Mehriban Aliyeva, as the first lady of the country, gave spiritual support to martyred mothers and shared their sorrows. As a strong woman, her family knew the families of the martyrs. He called the sons who were disabled in the Karabakh war brothers, he hugged their mothers, who still did not believe that their children were gone, and kept their eyes on the road, called them mothers, and bowed before them. His greatness, morals, experiences, family values are met with great respect and love.

For two years, the people of Azerbaijan have been experiencing the joy and pride of the Great Victory in the Patriotic War. The respected President, who rebuilt Karabakh and Eastern Zangezur, also demonstrates the economic power of Azerbaijan to the world. Until now, the Heydar Aliyev Foundation, which has breathed new life into thousands of monuments, is realizing the restoration of our religious heritage, mosques, and cultural monuments in Karabakh. Within the framework of the project, restoration, conservation and reconstruction of our sanctuaries in the region are carried out with the participation of local and foreign experts.
Of course, it is very important to restore the monuments in our lands freed from occupation and return them to our people. In fact, the beginning of the process of restoration of our religious monuments in Karabakh means the restoration of historical reality and justice by Azerbaijan. The fact that Mehriban Aliyeva is in charge of the sacred work suggests that this project will be implemented with great success. The involvement of foreign specialists in the process of restoration of our religious monuments in our territories freed from occupation is also commendable.
All relevant organizations of the world must react strongly to the crimes of Armenians vandalizing and destroying our religious monuments and mosques in our territories freed from occupation. Organization of Islamic Cooperation, Spiritual Administration of Russian Muslims, as well as other Muslim communities in other countries of the world expressed their strong objections to this fact and condemned the act of Armenian vandalism. By revealing these facts about Armenian vandalism, Azerbaijan proved to the whole world that Armenians destroyed and destroyed our monuments in our historical territories during the occupation. This was a heavy blow to the false Armenian provocation.
Together with the head of state Mr. Ilham Aliyev, Mrs. Mehriban has a great contribution in the development and implementation of the country’s development strategy, as well as in the implementation of social, humanitarian and economic projects.
