97.9% of appeals to trade unions were resolved positively –The Executive Committee

An online meeting of the Executive Committee of the Azerbaijan Trade Union Confederation (ATUC) was held on March 4.

Before the discussions S.Mohbaliyev congratulated all women of our country, including women members of Azerbaijan trade unions on the upcoming 8 March – International Women’s day, and wished them good health, happiness and success in their future Affairs. He said I convey my best wishes to mothers of martyrs and wives, spouses of our military servicemen who lost their health in the battles, mothers of soldiers raising decent children for our homeland.

Then the issues on the agenda were discussed. During the discussion of the issue “On the analysis of applications and complaints received by ATUC and its member organizations in 2021”, it was noted that 143,834 applications and complaints from trade union members in 2021, including 1,093 appeals by e-mail. entered. 97.9% of them were resolved positively.

It was noted that 124 trade union members were received by ATUC leaders last year, 65 of whom were received by the chairman and the issues raised were resolved.

In general, in 2021, among the applications and complaints received in connection with the protection of labor rights, the trade union received 297 appeals for reinstatement, of which 193 or 65.0% were resolved positively.

27 letters of thanks were sent to the ATUC for the attention and care shown to the appeals of the union members.

In accordance with the decision adopted at the meeting, the heads of member organizations were recommended to strengthen the control over the issues of objective thorough investigation of letters received from trade union members, assistance in solving the issues raised in exchange for confirmation of facts, increasing the duties of relevant departments or specialists in connection with informing the complainants, clarification of the reasons.

Information was provided on the issue of “Statistical report of trade unions for 2021.” It was noted that there are 15,039 trade union organizations in 27 member organizations of the Confederation, including 62 joint and 501 city and district committees. Compared to 2020, the number of students involved in the trade union increased by 5.1% and the total number of trade union members increased by 0.9%. The number of members of the trade union increased by 3.9% in the State Departments and Public Service Workers Trade Union, 3.0% in the Education Workers Free Trade Union, 2.7% in the “Azersu” Farm Workers Trade Union, 2.5% in the Ministry of Emergency Situations trade union, and 0.5% in the Trade Union Council of Nakhchivan Autonomous Republic. The number of organizations with members up to 15 people also has an increase of 0.4%. Although small and medium-sized enterprises, foreign and joint ventures in the Republic have seen a 0.5% decrease in the number of trade union organizations over the past year, the number of trade union members has increased by 2.6%.

In the private sector, 56 new first trade unions were established in 7 areas. The number of trade union members there was 3,304. This means that the number of newly established organizations increased by 4 times compared to last year, and the number of members increased by 7 times. During the past year, 13,808 people joined the trade unions in 107 newly formed trade union organizations, and as a result, the number of members increased 2.5 times compared to the previous year.

It was noted that the number of women members of trade unions increased by 1.6% and amounted to 52.3% of the total number of members. The number of young people also increased by 0.5%. Last year, 123 agreements and 1,1806 collective agreements were signed with employers. The number of trade unions concluding contracts increased by 0.7% compared to the previous year, and the number of members covered by contracts increased by 4.1%.

While considering the issue “On awarding the honorary title of” Professional Youth of the Year “to young people who have achieved special achievements in labor, education and public activities in 2021”, it was stated that the honorary title of “Professional Youth of the Year” was established in 2015 by the ATUC Executive Committee and so far, 369 young people, 87 of them women, have been awarded the honorary title of “Professional Youth of the Year”.

By the decision of the Executive Committee, 58 more young people who have made special achievements in labor, education and public activities received this honorary title.

During the discussion of the issue “On the results of education of trade union staff and activists in the courses of the Azerbaijan Academy of Labor and Social Relations in 2021 and the education plan for 2022” included in the agenda, it was stated that the rector of the Academy of Labor and Social Relations in 2021 is a member of the Confederation. Together with trade unions, trade unions have taken effective measures to improve the education system of staff and activists. In September-November last year, 254 people attended the courses.

According to the approved education plan for 2021-2022, 830 trade union activists will be involved in online education at the Academy’s courses.

In connection with the pandemic, the education plan for trade union cadres and activists for 2021-2022 is being implemented in stages in an online format. Thus, it is planned to involve 578 people in education in 2022. Following the discussions, the educational plan of the Academy of Labor and Social Relations for 2022 was approved.

Then other issues on the agenda, including current and organizational issues were discussed and relevant decisions were made.

In conclusion, the ATUC chairman recommended regular awareness-raising activities to protect labor, safety, industrial sanitation, create healthy and safe working conditions, minimize accidents, occupational injuries, occupational diseases, and comply with labor protection rules and regulations.

Mohbaliyev also said that all appeals addressed to trade unions should be thoroughly investigated, all issues raised should be resolved in a timely manner in accordance with the law, and citizen satisfaction should be fully ensured.

Noting that the families of the martyrs and their parents, veterans and veterans are sensitive to their appeals, the chairman of the Confederation stressed that this is a sacred duty of all of us.
