“On behalf of myself, as well as many members of the trade unions I lead, I sincerely congratulate all our people on the occasion of November 12 – the Constitution Day of the Republic of Azerbaijan. November 12 is a significant and historic day in the life of Azerbaijan.

Thanks to the unparalleled services of the Great Leader Heydar Aliyev, sovereign and independent Azerbaijan emerged from the deep political crisis and entered the stage of renaissance in the field of state building, which necessitated the preparation of a constitution in the national spirit. On November 12, in 1995, on the initiative and under the leadership of the Great Leader, the first Constitution of independent Azerbaijan was adopted. This was an important step and a great achievement on the path to building a democratic and legal state. The essence, character and features of each state are reflected in its Constitution. The Constitution of Azerbaijan is one of the most perfect laws of the modern world, based on the basic principles of democracy and the supremacy of human rights and freedoms.

This opinion was expressed by the chairman of the Azerbaijan Trade Unions Confederation (ATUC), MP Sattar Mohbaliyev.

The ATUC chairman said that human rights and freedoms are given a wide place in our Constitution: “Thus, 48 out of 158 articles speak about human rights and freedoms and are confirmed as the highest goal of the state. This shows the high attitude of the author of our Constitution, Great Leader Heydar Aliyev, to democratic values.”All human rights, including labor, leisure, social security, safe living, education, freedom of conscience, freedom of thought and expression, participation in government and other rights, are enshrined in our Constitution, and each article serves the interests of citizens.”

“The Constitution reflects the people as the only source of political power, the democratic, legal and secular nature of our state, the application of the principle of separation of powers reflects its democratic nature. Accordingly, the system of public administration was formed in our country in a short period of time, the effective functioning of the executive, legislative and judicial bodies was ensured, and the judicial system was brought into line with international standards. As a result of successive reforms, the state-building process has been successfully completed, human rights have been ensured, the rule of law has been established, and new progressive laws have been drafted. Our Constitution has played the role of legal basis in the implementation of all this. Also, the restoration of the institution of pardon, the abolition of the death penalty, the removal of censorship from the press is a continuation of the work done in this direction, “said MP Sattar Mohbaliyev.

“We can say with great pride that with the liberation of East Zangazur and Karabakh from Armenian occupation last year, the legal force of the Constitution was fully ensured in those territories, and our violated territorial integrity was restored. This is a great victory and a historic achievement. Happy holiday again. “
