As part of the national-ideological policy, in 1978, thanks to the initiative and efforts of the great leader, the article “Azerbaijani language is the official state language of the Azerbaijan SSR” was included in the Constitution of the Azerbaijan SSR.. This was an important historical step in terms of protection and promotion of our national language, which is a functional unit of our national ideology. After that, important measures were taken to protect national and moral values. Special changes and development trends were recorded in music, theater, cinema, fine arts and other fields. Cultural houses were built, monuments erected, honorary names, orders and scholarships were allocated to art figures. All this further increased the level of efficiency of the activities of the intellektual stratum of society. If in 1969 there were 73,000 students per year in 765 secondary schools in Azerbaijan, in 1981 there were 2,625 schools and extended groups covering 335,000 students. During the first period of the national leader’s rule, more than 100 specialties were opened in universities, 6 new universities and 12 secondary schools were established. At that time, more than 170 of the most prestigious universities in more than 50 big cities of the former USSR received more than 15 thousand Azerbaijani young universities covering more than 80 fields of national economy, science, education and culture and the most necessary needs in duyulan 250 specialties.
